The Croatian government has announced significant traffic penalty reforms, aimed at reducing court workload, cutting costs, and speeding up legal proceedings. These proposals focus on lifting the financial thresholds to expand the category of infractions eligible for fines or discounts.
The planned changes mark a departure from the current provision where offenders could pay two-thirds of the penalty amount following a court procedure. However, rising numbers of traffic-related offences have prompted the government to reconsider this policy. Under the new reforms, the threshold for mandatory penalty orders will rise from 663 euros to 1,000 euros, with offenders continuing to pay two-thirds of the penalty. Moreover, on-the-spot fines will now apply to a higher range of offences, with the limit increasing from 265 euros to 380 euros, eligible for a 50% discount.
The strategy is grounded in a broader objective to alleviate the strain on Croatian courts by addressing the frequency and complexity of minor traffic offences. Ivan Crnčec, State Secretary for the Ministry of Justice, Administration, and Digital Transformation, commented on the move, emphasizing the necessity to manage and streamline court cases by focusing on more significant issues, thus improving system efficiency.
These reforms are part of an ongoing effort to modernize Croatia’s legal framework concerning traffic regulations.
