The Croatian government is set to implement notable changes in the traffic violation fine system, with the aim of reducing the number of court cases, cutting costs, and expediting legal procedures. Modifications to Croatia’s Misdemeanour Law are being proposed as part of this initiative, which is currently in the consultation phase.
These proposed amendments revolve around eliminating the current practice where offenders pay only two-thirds of their fines after a court process. According to Ivan Crnčec, state secretary at the Ministry of Justice, Administration, and Digital Transformation, the courts are unduly burdened by relatively minor cases. “Our intention is to lessen the load of less significant cases on the court system,” he stated.

One of the key modifications involves increasing the monetary thresholds for offences qualifying for discounts or on-the-spot payments. The threshold for obligatory misdemeanor orders will be raised from €663 to €1,000, with offenders required to pay two-thirds of the fine. Additionally, the limit for offences eligible for on-the-spot payments with a 50% reduction will increase from €265 to €380.
The proposed changes are viewed as a means to streamline judicial efficiency, targeting primarily traffic-related cases that contribute significantly to court congestion. The government anticipates that these adjustments will lead to quicker resolutions and more efficient use of judicial resources.
The amendments, if approved, aim to create a more effective and streamlined legal framework for dealing with traffic misdemeanours in Croatia, addressing concerns over the growing number of court cases linked to such breaches.
