The Croatian Ministry of Physical Planning, Construction and State Assets has granted approval for the revised General Urban Plan (GUP) of Zagreb. The announcement, made on Friday afternoon, marked the culmination of a series of deliberations and adjustments to address various ministerial concerns.
The newly amended GUP is now set to be presented at the next session of the City Assembly, scheduled for 11 September. During this meeting, assembly members will engage in discussions and make decisions regarding the proposed changes. Dinka Živalj, spokesperson for the city authorities, confirmed that the GUP has finally met all the necessary requirements, allowing it to proceed to this crucial stage.

Minister Branko Bačić of the Ministry of Physical Planning emphasised that the proposal had initially required several modifications, as it was found lacking in certain areas concerning legal compliance. Over the past weeks, numerous meetings were conducted between the Ministry and Zagreb’s city representatives to ensure the GUP was fully aligned with legal standards.
Earlier challenges included harmonising the plan with feedback from multiple ministries, an effort that Bačić noted was essential for gaining the final approval. Despite prior setbacks, the minister denied any political motivations behind the delays, asserting that the review process was purely based on regulatory requirements.
City officials, expressing relief over the approval, are now focused on preparing for the upcoming assembly session. With the GUP poised for discussion and potential ratification, this marks a significant milestone for Zagreb’s urban development strategy.
